WHAT HAPPENED AT THE UN SECURITY COUNCIL MEETING ON NAGORNO-KARABAKH?

 Well, let's look at what happened recently in New York during the UN Security Council meeting on the situation in Nagorno-Karabakh, convened at the request of Armenia. At the same time, we will try to answer the recently eternal question of respectable housewives- And what does this give us?

As I promised, the meeting was hot, although from the point of view of a simple layman who listened to the speeches of the speakers, this is hard to believe. I must say that watching baseball without knowing the rules of this game is exactly the same sad sight...

All we need to do is refer to the speech of the US Representative to the UN, Ambassador Linda Thomas - Greenfield. Its text contained a full list of claims that are expected to find their place in the resolution.

I must admit that I am slightly vanguard here pronouncing the word "resolution". It is likely that the Security Council will limit itself to a statement for now. Still, there are reasons to believe that there will be a full-fledged resolution. 
The first thing you should pay attention to is the direct, targeted appeal of the US representative to Azerbaijan:

"We urge the government of Azerbaijan to restore free movement through the corridor – so commercial, humanitarian, and private vehicles can reach the population of Nagorno-Karabakh."

The second is the tone of the text, which is most clearly shown in the part where Linda Thomas-Greenfield speaks about the inadmissibility of creating any obstacles to the work of the International Committee of the Red Cross (ICRC). She ends the sentence with the phrase "Full stop". 
This is completely uncharacteristic of the traditions of diplomatic etiquette. This expression and mentoring tone addressed specifically to Azerbaijan clearly hints that any patience for the whims of Ilham Aliyev has run out. We will see how the work of the ICRC will be restored in the very near future, although the Aliyev administration cannot fail to understand that the phrase "Full stop" refers not only to the work of the ICRC. 
  Then there are two crucial passages –

*      Let me be clear: Peace in the region must include the protection of the rights and security of the people of Nagorno-Karabakh.

·      We call on all parties to engage in direct negotiations, including between officials in Baku and representatives of the population of Nagorno-Karabakh.

And so let's summarize. Azerbaijan is required to immediately open the Lachin corridor and not create any obstacles to the free movement of transport flows from Armenia to Nagorno-Karabakh and back, as well as to sit down at the negotiating table with the Government of Nagorno-Karabakh to discuss issues related to the rights and security of the people of Nagorno-Karabakh. 
  What does this mean?

1.    Nagorno-Karabakh is a subject of international law and legally elected representatives of the people of Nagorno-Karabakh have the rights and powers to conduct direct negotiations with another subject of international law, which is Azerbaijan.

2.    subject of negotiations between the representatives of Nagorno-Karabakh and Azerbaijan is the issue of the rights of the people of Nagorno-Karabakh, including the right of the People of Nagorno-Karabakh to self-determination.

3.    subject of negotiations between the representatives of Nagorno-Karabakh and Azerbaijan is the issue of a system that ensures the security of the people of Nagorno-Karabakh, including the involvement of international peacekeeping forces.

4.   During the entire negotiation period, the 5-kilometer-wide Lachin Corridor should serve as an extraterritorial transport artery connecting Nagorno-Karabakh with the outside world.

And the fifth point is separate for the aforementioned respectable Armenian housewives of different genders, ages and political preferences.

5.    From the date of the UN Security Council's extraordinary meeting on the situation in Nagorno-Karabakh (i.e. from 16.08.2023), regardless of the existence of the resolution (I emphasize this), any actions of Azerbaijan, not to mention military actions, which can be regarded as creating unbearable conditions for the peaceful life of the residents of Nagorno-Karabakh, will be defined as acts of Genocide against the people of Nagorno-Karabakh with all the resulting deplorable consequences for the leadership of Azerbaijan.

Simply put — the last meeting of the UN Security Council is in itself a guarantee provided by the international community to the people of Nagorno-Karabakh for a peaceful and secure life, and at the same time obliges Azerbaijan to ensure the implementation of all the above points. 
  And I again emphasize in bold terms that this is already a registered state of affairs in itself, regardless of the text of the resolution or statement.
